It says it supports SiriusXM and HD Radio. Does this mean the tuners are built into the head unit? Like, if I replace my ILX-007 with this unit, I suddenly have HD Radio and Sirius XM?

For HD radio yes. For Sirius XM there is a satellite antenna that the installer should install. I think the satellite antenna is extra. I have this unit but have no need for Sirius therefore do not have a subscription and therefore cannot check.
